Terms of Reference

  1. To make any determination to dismiss any member of staff (unless delegated to the Executive Head of Federation)
  2. To make any decisions under the Federation’s Policies e.g. disciplinary, grievance and capability where the Executive Head of Federation is the subject of the action*
  3. To make any decisions relating to any member of staff other than the Executive Head of Federation, under the Federation’s Policies (unless delegated to the Executive Head of Federation)
  4. To make any determination or decision under the Federation’s General Complaints Procedure for Parents and others
  5. To make any determination or decision under the Federation’s Curriculum Complaints Procedure, in respect of National Curriculum disapplications and the operation of the Federation’s charging policy
  6. To form a panel to appoint members of the senior leadership team, including the Executive Head of Federation
  7. The committee will report to the Full Governing Body at the next meeting following a decision

  1. To consider any appeal against a decision to dismiss a member of staff made by the Hearings Committee*
  2. To consider any appeal against a decision short of dismissal under the Governing Body’s personnel procedures e.g. disciplinary, grievance, capability*
  3. To consider any appeal against selection for redundancy*
  4. To consider any appeal against a decision made by the Staff Hearings Committee
  5. The committee will report to the Full Governing Body at the next meeting following a decision

Pupil Discipline & Exclusion Committee

This committee meets as and when required

Terms of Reference

  1. To consider representations from parents in the case of exclusions of 5 days or less (Committee may not re-instate)
  2. To consider representations from parents in the case of exclusions totalling more than 5 but not more than 15 school days in one term (meeting to be held within 50 school days after receiving notice of the exclusion)
  3. To consider the reinstatement of an excluded pupil within 15 school days of receiving notice of exclusion if:
    1. The exclusion is permanent;
    2. It is a fixed period exclusion which would bring the pupil’s total number of school days of exclusion to more than 15 in a term; or
    3. It would result in a pupil missing a public examination or national curriculum test
  4. To ensure that the guidance contained in the ’Exclusion from maintained schools, academies and pupil referral units in England’ document is practised in the school, with specific reference to the role assigned to the Governing Body.
  5. The committee will report to the Full Governing Body at the next meeting following a decision

Salary (Pay Review) Committee

This committee meets as and when required and will be attended by the Executive Head of Federation in an advisory capacity. At times, each Head of School may attend but must withdraw from the meeting when their individual salary is being appraised and any relevant person must withdraw where there is a conflict of interest or any doubt about their ability to act impartially

 

Appeals to the outcome of the Salary Review Committee will be heard by the Staff Appeals Committee – any members of the original Salary Review Committee will be unable to sit on the panel.

Terms of Reference

To review the salaries of the Head of Schools, Deputy Heads of Schools and teachers at both schools following the Model pay Policy and ensuring that they;

  1. Achieve the aims of the Whole School Pay Policy in a fair and equitable manner
  2. Apply the criteria set by the Whole School Pay Policy in determining the pay of each member of staff which reflects the outcome of the annual appraisal review
  3. Observe all statutory and contractual obligations
  4. Clearly minute the reasons for all pay decisions and report these decisions to the next meeting of the Full Governing Body
  5. Comply with the requirements of the (School Government) Regulations
  6. Recommend to the Resources Committee the annual budget needed for pay. If necessary, the pay committee will recommend that the Resources Committee make application for additional funds to support this process
  7. Ensure the minutes of the Pay Committee are placed confidentially in the next Full Governing Body’s agenda without comment to ensure fair consideration of any appeal can be made
  8. Ensure that staff reviewed are notified in writing of the basis on which their place on the pay spine has been determined.

Executive Head of Federation Performance Review Group

This group meets twice per year as arranged by the Clerk to Governors.  The External advisor will withdraw while the committee reaches its decision as will any other member of the committee require to do so.

 

Terms of Reference

  1. To arrange to meet with the External Adviser to discuss the Executive Head of Federation performance targets
  2. To decide, with the support of the External Adviser, whether the targets have been met and to set new targets annually
  3. To monitor through the year the performance of the Executive Head of Federation against their targets
  4. To ensure the minutes of the Group are placed confidentially in the next Full Governing Body’s agenda without comment to ensure fair consideration of any appeal can be made
  5. To prepare a recommendation for the pay salary review committee for the EHOF salary
